this is a bit of a guess, but i've read that those numbers are for moving images: when things move very rapidly on some scenes, some tv's give very low resolution during those moments; and some other tv's give almost the full static resolution.
static resolution is 1920 x 1080, except for the 720p tv's which have lower resolution to begin with.
I've seen much lower numbers for moving images on some makes, these here look very good.

of course, that does not apply to cable or sat reception (compared to antennas), because they compress the signal and when there are fast moving scenes, the images show a nice array of large pixels on the screen. of course (again) those cable or sat companies say they never compress signals, but we all know what that means.
