I think I read that the 45% that can't is also about the percentage of people that are barely functionally literate combined with illiterate as well.

Ha! I could read it.
Reminds me of back when I used to be playing Everquest. In the game, you could buy and consume alcohol. There was even a trade skill to create it. Dwarves, of course, were the masters. Why I was reminded was because one of the effects of drinking this virtual alcohol was that as you typed text messages to other players online, your text would get more garbled the more you drank. You would see it being spelled fine on your screen but everyone else would see a garbled text that got worse to totally unintelligible, the more you drank.
