Are they trying to get people to use Tivo instead of whatever Comcast is coming out with? I don't know why else they would be giving out free stuff to Comcast customers, unless they worked out a deal with Comcast.
Yup. Comcast has their own non-TiVo DVR in the works. TiVo is "encouraging" Comcast customers to go with their existing product instead.

I'm assuming you just get the Tivo for free, but still have to pay the monthly charge to use it. They aren't including the lifetime (of the device) membership, correct?
Great marketing, IMHO. Yes, Tivo's kinda losing steam, but way to pick up on Comcast's stumble.

My mother-in-law is actually getting her Comcast DVR installed after waiting about a year. I told her about the fiasco that Comcast started and I think Comcast didn't want to piss off more customers so they're moving double time. I'm sure it's not as nice as the Tivo interface, but then again, she doesn't have to rewire her house to support 5 receivers w/ a multiswitch and dish.
