John: while what you say is very true, I have found that the limiting factor, in most receivers, is the power supply, not the individual amplifiers. So, with mono blocks for the fronts and center, unused power supply capability could be available for surround and rear channels if that was actually an issue.

In my opinion, he should get a sound level meter and determine how loud, loud really is. That would probably be the best indicator as to whether he needs any additional capability.
