Any new receiver (even entry level models) from reputable brands such as Yamaha, Onkyo, Denon, Harman Kardon, Pioneer, Sherwood Newcastle etc will be able to drive the M22's without issues.

Sound quality differences from these brands in their respective price ranges would be hard to discern in my opinion. Since the M22's are 8 ohm and very efficient speakers, my advice to you would be to buy the receiver within your budget that offers the best features that you can take advantage of.
