We've never used county water for irrigation but my neighbor in Orlando did and I remember him telling me that it was rather expensive to have the volunteer meter installed, weather or not it paid for itself and then saved from the monthly sewer bill I don't know but he seemed to be happy with the money he was saving.
I'm sure it varies from municipality to municipality but here is what is required to get the meter in Orange County, FL (Orlando)...
