Does the size of the drivers in a speaker have an effect on sound quality (eg. bigger woofers mean bigger bass or not)?

The short answer is no. The detailed answer is that woofers of similar design parameters will produce lower bass as they increase in size. All large woofers do not necessarily produce good low bass as there is more to the equation than just size. Powered sub-woofer amplifiers can be designed to produce more power at designated frequencies thusly adding to the ability of getting good low bass from small woofers.
