That's disgusting! But it doesn't surprise me in the least seeing that they were city health inspectors.
For the most part public service workers don't give a rats a$$, and are lazy.
The last time I had the city trim their tree out front, they sent five guys - one to trim, one to pick up the trimmings, one to throw said trimmings into the wood chipper that was 10 feet from the tree, and the remain two were Doless and Seemore.
Favorite part:

That's pretty disgusting and tragic. My eyes burned so bad last time I was in a public pool. The chlorine smell alone is enough to make you high.
If the water was cloudy enough, it'd be hard to see a body at the bottom of the pool. It happened out here in Phoenix recently--nobody was able see the body of a little boy who drowned, even looking in the cloudy pool the night he disappeared.
You'd think someone would have bumped into her over a few days, though!
