i have never heard either of those subs, but i know the SVS come HIGHLY recommended around here.

When it comes time for me to buy my next sub the SVS you mentioned is the one I want. Seems obvious (though I've demo-ed neither sub) that the big cylinder is going to have the advantage over the little sealed box - even w/ half the power.

I have a Velodyne, the VLF-810. It is pretty damn awesome and I cannot imagine the SVS or HSU's in the under $500 range really being that much better.
The SPL series comes highly recommended and you should be able to find a dealer near you somewhere. However, as a proud owner of Axiom, I know the power of buying direct from the manufacturer. A Velodyne that costs $1200 at a B&M store is likely to be compared in quality to the $799 HSU VTF-3 and the similarly priced SVS sub. Buying direct from the dealer just yields better bang for the buck as well as incomparable customer service that you just cannot get at a B&M store.

the next time you are passing through Los Angeles, stop by my or spiff's place to sample the Hsu VTF-2 or STF-2, then you will not have to imagine anymore.
The ported 10" Hsu's will be significantly different than the 8" with 10" passive radiator Velodyne.
I would go for that 20-39PC+ for performance reasons...the SPL-1200 for aesthetic.

BOTH OF THESE SUBS ARE SIMILARLY PRICED AT AROUND $825 EACH. So the price thing doesn't apply. The Velodyne is 700+ watts RMS, 1500 watts peak, the SVS is 525 Watts RMS.

I believe the Velodyne has higher wattage because of it's sealed design. More watts doesn't equate to a better sub - just a different design. If I'm not mistaken, a sealed sub is going to need much more power to produce the same spl's as a ported sub.

That's correct. A sealed sub needs to have either a higher powered amp or a greater internal volume to match the SPLs of a ported sub.

Also, the sealed design should have a better transient response and low frequency power handling. Perfect for music systems, not so good for HT. I have the HSU VTF-2
which is a VERY good ported sub, tight with extremely good SPL's, but I also have a Titanic 12" that is just a tad tighter in the nether regions, at the cost of some SPL's.
