Get the flac-1.2.1-win.zip from the bottom of this page:
https://sourceforge.net/projects/flac/files/flac-win/Inside the .zip find the "bin" directory and extract the flac.exe file, put it somewhere you can easily access from the command line "C:\Users\[username]\flac.exe" would be good.
Now open the Command Prompt, change to the directory where you have the .flac files and issue this command for each one:
\Users\[username]\flac -d [filename].flac
That'll produce .wav files which you can burn to a CD, or copy to the PS3.
