Will the use of balance control on an amplifier degrade sound quality?

Do you mean the know that adjusts the left-right balance? If so, then it should only affect the relative loudness of each speaker and not degrade the quality of the sound.

No. The amp is spec'd with the balance control in the circuit.
If you're asking whether or not the designer has to take special measures to maintain a "good" spec with a balance control in the circuit, then the answer is "yes".

Example, right side louder than left. By turning balance control towards the left, will the sound be degraded? Would the sound be altered? Less pure etc.? Thank you

Just think of the balance control as performing the same function as two separate volume knobs -- one for each channel.
