Power outages (black outs) usually occur after a brown out. Brown outs are those subtle moments when the lights flicker and dim, then to black. They are caused by frequency dips under 60 cycles. Power plants have numerous trips that will open buss tie breakers, one of which is a cycle trip at a pre determined peak/dip in frequency. This is usually 57 / 63 cycles.

Most power strips have no under cycle protection and under/over cycle can cause a lot problems with electronics. I know, where I live we have frequent brown/black outs as avalanches take out power lines between the two power plants just about every winter. So when buying a strip, look for one that has under/over cycle protection. A UPS is the best bet, but not many have the current required for a HT system. Those that do are pretty expensive.
