Sure, you can turn a flat-panel LCD back on as soon as necessary, but the rear-projectors with a high-intensity bulb don't have that half-hour wait necessarily. Starting those bulbs back up uses a surge of power that causes more wear on them than quite a period of continuous operation; it's been said that it's better to leave them on unless they'll be off at least a half-hour(some say an hour). So far as starting them back up, as soon as the fan cools the bulb down(2 minutes?), it can be done if necessary.
