Personally, I think people who need health care the most are those who urgently need a kind of care that's typically very expensive -- such as inpatient surgery that requires anesthesia -- and wouldn't be able to pay for it without insurance unless they wanted to completely destroy their financial situation.

I am just basing that on a 60 minute expose last weekend. People who are barely above the poverty line but have no money to pay for Obama care or even pay to see a doctor.
