Rob, I have some personal experience with Onkyo receivers, but I don't use separate amplifiers and I've never really given much thought before about triggering one on. You don't give much detail beyond "is not working" (specifically what did you try?), but I assume you mean that Yamaha did trigger it on.
I took a look at the 808 manual and saw that there are trigger outs for Zone 2 and 3, but not specifically for the main room and there didn't appear to be any instructions(surprise)as to how to do it. Looking at pp. 70-73, it does indicate that when Zone 2 or 3 are turned on that the triggers are activated with 12v. It would seem that if Zone 2 or 3 was turned on with the remote, as indicated, and perhaps a source for it selected, that(despite the lack of any Zone 2 or 3 speakers)the XPA-3, if properly connected to the trigger out, would likewise turn on with the "phantom" Zone.

Rob, I know on my Integra I had to go into the settings menu and manually set the triggers "delay on" time and set up the "activities" you want the amps triggered on with. Just plugging in the cable will not cut it, not sure what steps you've taken???

I had the XPA3 with 808 as well, and have to turn on the amp everytime manually!
the 808 can only do the trigger for zone 2 & 3 but not for the main zone, very weird design of Onkyo....

if your not using 7.1 (meaning your running 5.1) you can turn on zone 2 (using the zone activation button on the remote)each time you turn the receiver on you will also have to use that button after (or before) you turn off the receivers power or zone 2 will stay active and the amp will stay on because the 12v trigger is still active. if your running a 7.1 system, you will have no other choice but to unplug the trigger and simply press the amp power button. when i had an 805 i had the same issue but there was a work around to that. the 805 had a switched receptacle that would power on and off when the receiver was turned on and off. i connected a 12v power supply to that and used a trigger cable from the 12v power supply and that's how i got my XPA-5 to work with the 805 and still maintained a 7.1 system. unfortunately, the 808 dosen't have a receptacle on it.

Thank for all your replies and even though im not happy about it and turning it on and off thru the remote every time will be too much of a pain so i guess ill just have to do it manually .
