Did you read the instructions on "pairing" it with the PS3?

On the PS3 go to: Settings > Accessory Settings > Register Bluetooth Device > Register BD Remote Control

Then press and hold the Enter (round button in the middle of the direction keys), and Start (triangle button below the PS button in the middle of the remote) at the same time until the pairing is noted on the screen.
