I switched to Google Chrome this time at home and, so far, no problems. The speedtest works and is 4.51 / 0.64.

Overall speed seems to have improved also. I'm going to keep using IE 9 for now. Then when I experience extreme slowness, I'll try Google Chrome and see if this fixes the problem.
