Most steel yards have welders on site, you could take the plate steel home, mark it up and drill the holes for either bolts, or all thread, then take it back to get the threaded item welded to the plate. If you use a bolt, then the bolt head can help support the load.

The steel yard i go to have professional welders on site, they have to weld regularly to maintain their proficiency, so you might get lucky and get the welding done for free or a very minimal charge.
